libczmq-dev software package provides High-level C binding for ZeroMQ (development files), you can install in your Ubuntu 17.04 (Zesty Zapus) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libczmq-dev
libczmq-dev is installed in your system.
Make ensure the libczmq-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libczmq-dev *
You will get with libczmq-dev package name, version, architecture and description in a table
